are there ANY airlines that will let a small dog travel in the cabin with the owner for an overseas flight?

i know the pet has to be in a carrier, and i know that within the states they can travel under the seat in front of u. but for overseas flight, are there any airlines that will let a pet travel in a carrier under the seat in front of u, my dog is tiny and i am afraid he wont make it that long of a distance in cargo.

visit http://www.dogfriendly.com they have the airlines that allow pets in the cabin, also the rates that are charged and the phone number for the airlines. call and find out the particulars. good luck
