 Should there be more stringent laws about dog breeding?

I noticed that a lot of dogs which have recently been under fire for attacks on humans are often from lines which were overbred (with bad temperments). While environment is important when considering a dogs behavior, genetics do play a factor and badly bred dogs are straying from the friendly attitudes expected in a breed standard. Breeds like German Shepherds and dogs in the bully breed catagory are often criticized for this. For safety reasons do you think the government should allow only registered and responsible breeders to sell puppies (and make them fixed)?
Does this idea seem like a feasible solution?
I realize "responsible" may be subjective but perhaps dogs of a certain breeder can be randomly tested and scored to see if they pass a breed standard test?

Following your reasoning… absolutely not. Some breeds were created for other reasons besides being loving family pets… frankly, an overly friendly GSD, Bull Mastiff, Dobe, Anatolian Shepherd (or any LGD breed) would get a sniff of contempt from me. Unprovoked aggressiveness is one thing (and should be discouraged) but "friendly" isn’t a word *I* personally want to see in connection with any of them.

Next issue is "the government"… which government? In some European countries they are outlawing elective spay/neuter… and insisting that people be RESPONSIBLE and simply don’t allow their non-breeding quality dogs to breed. California apparently thinks most people are idiots and irresponsible and wants every pet it can manage to BE spayed/nuetered. And then there is the issue of who is to say a certain dog or breeder is ok?? Can anyone say "politics" or "favoritism"… Don’t like your dog getting beat at whatever competitive venue — call whoever regulates your competitions breeding rights!!!

How about people just start taking responsibility for their dogs, their dog’s training, their dog’s reproductive health, their dog’s progeny and keep the government OUT of it?!!
