Shouldn’t there be a LAW against irresponsible dog breeding?

I mean it is just unbelievable that people can get away with breeding just becuase they feel like it. I have seen SO MANY dogs neglected and are never ever taken to the vet and are suffering (makes me cry) and yet there are fools still breeding them. It's just disgusting. There should be a law against it don't you think?
I know someone who has 9 pit pulls and is breeding MORE !! There are not enough GOOD HOMES for all these dogs being bred and the dogs are the ones who end up suffering.
